  • (multilevel) metagovernance is part of a broader post-Westphalian 'meta-constitutional conversation' that is occurring between non-state and state actors to develop and institutionalize an anthropocenic, human/e political order.

  • an alternative form of hierarchical governing that is not based on direct and top-down control but a plurality of in-| direct ways of influencing and/or coordinating the actions of self-governing, self-organizing actors and self-adjusting practices.

  • an increasing role of governments in all aspects of metagovernance: concurrently the state is no longer the "single" sovereign authority based on the "reason of state" but becoming just one participant among others in multilateral, pluralistic system of guidance contributing its individual distinctive resources to the constant negotiation process.

  • a post-national form of statehood (f. e. EU: inherited intergovernmentalism): institutional mediation through the state apparatus with its structurally-inscribed strategic selectivity in relation to complex and interrelated problems and the division of hybrid government and governance powers.

  • a systemic mechanism developing strategies, setting and monitoring targets, and forming partnerships: such 'advanced liberal' forms of governmentality can both mobilize and facilitate the energies of civil society.
